Florida E-Bike Accident Statistics: What the Latest Data Shows

Electric bicycles are becoming a common sight on Florida roads, bike lanes, sidewalks, and shared-use paths. Reliable e-bike crash statistics, however, have not developed as quickly as ridership. Florida's standard crash-report form has not consistently identified e-bikes separately, making it important not to describe every reported bicycle crash as an e-bike crash. The most dependable current e-bike-specific injury data comes from the U.S. Consumer Product Safety Commission. Its April 2026 report covers reported fatalities and estimated emergency-department visits associated with e-bikes and other micromobility products from 2017 through 2024. The distinction between national e-bike data and Florida's broader bicycle totals is essential to understanding what the available statistics do—and do not—prove.

This is not merely a Florida problem. The National Transportation Safety Board's micromobility data report found incomplete and inconsistent information, inadequate device coding in police and injury databases, and insufficient trip data for measuring exposure and risk. The NTSB recommended specific e-bike and e-scooter codes for police crash data and e-bike-specific coding for injury surveillance.

Key E-Bike Accident Statistics

According to the CPSC's latest report:

  • An estimated 155,200 emergency-department visits were associated with e-bikes nationwide from 2017 through 2024.

  • CPSC staff identified 310 reported e-bike fatalities during that period.

  • Annual reported e-bike fatalities increased from 0 in 2017 to 97 in 2024.

  • Of reported e-bike fatalities for which age was known, 75 involved people age 65 or older.

  • Motor-vehicle crashes and loss-of-control events were the leading hazards associated with reported e-bike fatalities.

The CPSC cautions that its fatality counts are not complete or nationally representative. Death-certificate reporting can lag by as much as two years, and the agency expects recent totals to change. These figures should therefore be described as reported deaths known to CPSC—not a final count of every e-bike death in the United States.

What the 2024 E-Bike Injury Study Found

The CPSC also conducted follow-up investigations of a sample of e-bike injuries treated in emergency departments during 2024. The study produced several useful findings:

  • 58% of estimated e-bike injuries occurred on paved roads.

  • 24% were associated with a motor-vehicle crash.

  • 25% occurred on an uphill or downhill surface.

  • 15% involved a rider reportedly traveling at least 20 mph.

  • 40% of injured riders were reported to be wearing a helmet.

  • 38% were carrying or holding something while riding.

  • 10% reported that darkness or another visibility issue may have contributed.

These percentages describe estimates developed from the CPSC's 2024 special study, which included 88 completed follow-up investigations. They should not be presented as Florida-only statistics or as proof that the same percentages apply in every community.

What Do Florida's Broader Bicycle Fatality Numbers Show?

The National Highway Traffic Safety Administration's 2024 data reports 208 pedalcyclist fatalities in Florida, more than any other state. Florida's rate was 0.89 pedalcyclist deaths per 100,000 residents, second only to Louisiana's 0.96. These federal figures cover pedalcyclists generally; they are not a verified count of Florida e-bike deaths.

That distinction matters. Florida's bicycle totals provide context for the risks faced by people traveling on two wheels, but they cannot establish how many crashes involved conventional bicycles, compliant e-bikes, altered devices, or another form of micromobility.

Why Florida Still Does Not Have a Clean E-Bike Crash Count

Florida researchers have attempted to identify e-bike crashes by searching the narrative sections of police reports because the standard crash form does not contain a dependable e-bike field. Narrative searches can improve estimates, but they still depend on what the reporting officer observed and wrote.

The Legislature considered closing that gap in 2026. CS/SB 382 would have required law-enforcement agencies to maintain additional information about e-bike crashes and would have directed the state to publish an e-bike-specific summary. The Senate passed it 37–0 and the House passed it 112–0, but the Governor vetoed it on June 25, 2026. The reporting provisions therefore did not become law. Why E-Bike Crashes Can Cause Serious Injuries

Florida law recognizes three classes of electric bicycles. Motor assistance stops at 20 mph for Class 1 and Class 2 e-bikes and at 28 mph for Class 3 e-bikes. At those speeds, riders may travel farther during a driver's glance away from the roadway, enter an intersection sooner than a motorist expects, and suffer substantial impact forces without a passenger compartment, seat belt, or airbag.

Clinical research adds context, but it must be interpreted carefully. A 2022 observational study published in Patient Safety in Surgery compared 27 injured e-bike riders with 56 conventional cyclists treated at one Swiss trauma center. E-bike riders were admitted more often—48% compared with 24%—and had a higher median Injury Severity Score. The sample was small, the e-bike group was older, and the research was conducted outside the United States, so the percentages should not be projected onto Florida. The study nevertheless supports examining speed, bicycle weight, rider age, chest trauma, and injury severity rather than treating every e-bike crash like an ordinary low-speed bicycle fall.

Commonly reported injuries include:

  • Traumatic brain injuries and concussions

  • Facial fractures and dental injuries

  • Shoulder, wrist, hand, and arm fractures

  • Hip, leg, ankle, and foot fractures

  • Spinal injuries

  • Road rash, lacerations, and scarring

  • Internal injuries

The severity of an individual injury depends on the impact, speed, protective equipment, roadway surface, rider's age and health, and whether a motor vehicle was involved.

What Broward Hospital Data Shows About E-Bikes and E-Scooters

A Florida Pedestrian and Bicycle Safety Coalition presentation included data from Memorial Healthcare System and Joe DiMaggio Children's Hospital. The combined e-bike and e-scooter cases increased from 11 in 2022 to 52 in 2024, with 41 additional cases during the first quarter of 2025. Across the reported years, approximately 17% of patients were documented as wearing helmets. The presentation also described increasing trauma alerts, younger riders, and a predominantly male patient population.

These are not Florida-wide totals, and the figures combine e-bikes with e-scooters. They should therefore be treated as a regional hospital snapshot—not a statewide incidence rate. Even with those limits, the figures provide unusually relevant evidence of what Broward medical providers were seeing locally. Do E-Bikes Cause More Crashes Than Conventional Bicycles?

The available statistics do not support a simple answer. Raw injury totals rise when more people own and ride e-bikes, but raw totals do not measure the risk per trip or mile. Rider age, experience, road design, weather, device type, speed, and exposure all affect comparisons. Some clinical studies report more severe injuries among treated e-bike riders, while other research has not found uniformly higher crash risk after accounting for distance traveled.

Frequency and severity are different questions. A study may find that e-bike riders have fewer injuries per mile while another finds that injured e-bike riders admitted to a trauma center have more serious injuries. Neither result, standing alone, proves what caused a particular Florida collision.

Where Florida E-Bike Crashes May Happen

E-bike collisions can occur anywhere bicycles, motor vehicles, and pedestrians interact, including intersections, crosswalks, bicycle lanes crossed by turning vehicles, driveways, parking-lot exits, sidewalks, beachfront corridors, shared-use trails, roads without protected bicycle lanes, and properties such as apartments, condominiums, hotels, and shopping centers.

Why the E-Bike Must Be Preserved After a Crash

The physical bicycle can help establish its class, motor wattage, labeled assisted speed, operating condition, braking performance, and whether any component was altered or defective. Downloadable controller or manufacturer-app data, purchase records, repair history, photographs, and the charger or battery may also matter. A damaged e-bike should ordinarily be preserved in its post-crash condition until the parties have had a fair opportunity to inspect it.

Preservation becomes particularly important when the defense contends that the bicycle was modified, traveling faster than reported, inadequately lighted, or mechanically defective. Repairing, resetting, updating, selling, or discarding the bicycle may erase information needed by both sides and their experts.

What the Statistics Cannot Decide

Crash statistics can identify broad patterns, but they do not determine fault in a particular case. Liability may depend on right of way, traffic signals, turning movements, sight lines, speed, local restrictions, lighting, distraction, mechanical failure, and the conduct of every person involved.

Florida generally applies modified comparative negligence to negligence claims under Florida Statute § 768.81. A claimant's damages may be reduced by an assigned percentage of fault, and the statutory bar for a party found more than 50% at fault may apply depending on the claim. Evidence from the scene—not a generalized statistic—will usually decide those issues.

What Insurance May Apply After an E-Bike Accident?

Available insurance depends on who caused the crash, who was injured, whether a motor vehicle was involved, and the language of each policy. Potential sources may include the motorist's bodily-injury liability coverage, applicable PIP coverage, the injured person's health insurance, a commercial or employer policy, a homeowners or renters policy, a product-liability policy, or dedicated bicycle coverage.

What to Do After a Florida E-Bike Crash

  1. Call 911 and request medical assistance when needed.

  2. Obtain identifying and insurance information for every involved driver, rider, vehicle, employer, and device owner.

  3. Photograph the final positions, impact areas, road or sidewalk, traffic controls, lighting, bicycle label, injuries, and nearby cameras.

  4. Obtain names and contact information for witnesses.

  5. Preserve the bicycle, battery, controller, charger, helmet, clothing, and electronic ride data without repair or alteration.

  6. Seek timely medical care. When PIP may apply, Florida's 14-day treatment requirement can become important.

  7. Request surveillance and public records before routine deletion or overwriting.

  8. Do not assume that the crash report or a citation conclusively determines civil liability.
